Recently, ten ministries and commissions including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, and the General Administration of Market Supervision jointly issued "Guiding Opinions on Promoting the Utilization of Wastewater Resources." The "Opinions" propose to accelerate the use of sewage resources, promote the solution of water shortages, water environmental pollution, and water ecological damage, and promote high-quality and sustainable development.

The "Opinions" put forward three key areas for promoting the utilization of sewage resources, namely, urban domestic sewage, industrial wastewater, and agricultural and rural sewage.

Resource utilization of sewage refers to the harmless treatment of sewage to a specific water quality standard, which is used as reclaimed water to replace conventional water resources for industrial production, municipal miscellaneous use, residents' lives, ecological water replenishment, agricultural irrigation, groundwater recharge, etc. As well as extracting other resources and energy from sewage, it is of great significance for optimizing the water supply structure, increasing the supply of water resources, alleviating the contradiction between supply and demand, reducing water pollution, and ensuring water ecological safety. At present, the utilization of sewage resources in my country is still in its infancy, with insufficient development and low utilization level, and there is still a big gap between the needs of building a beautiful China. In order to accelerate the utilization of sewage resources, promote the solution of water shortages, water environmental pollution, and water ecological damage, and promote high-quality and sustainable development, with the consent of the State Council, the following opinions are hereby put forward.

I. General requirements

(1) Guiding ideology. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th Shuiqingshan is the concept of "Golden Mountain and Silver Mountain", and adhere to the water management idea of ​​"water saving priority, spatial balance, systematic governance, and two-handed effort". In accordance with the decisions and deployment of the Party Central Committee and the State Council, the system will systematically develop wastewater resources in urban, industrial, agricultural and rural areas. Utilization, focusing on water-deficient areas and sensitive areas of the water environment, using urban domestic sewage as a breakthrough point, industrial utilization and ecological water replenishment as the main means, doing a top-level design, strengthening overall coordination, improving policies and measures, and strengthening supervision and management , To carry out pilot demonstrations to promote high-quality development in the utilization of sewage resources in China.

(2) Basic principles.

Prioritize water conservation and promote it as a whole. Adhere to the concept of "saving water is pollution control", insist on giving priority to water saving, and strengthen the dual control of total water consumption and intensity. The utilization of sewage as a resource is an important part of water saving and open source, reclaimed water is included in the unified allocation of water resources, and the utilization of sewage as a resource is comprehensively and systematically promoted.

Adopt measures according to local conditions and implement classified policies. According to local water resources endowment, water environment carrying capacity, development needs and economic and technological level and other factors, carry out sewage resource utilization work and implement differentiated measures. Scientifically determine goals and tasks, reasonably select key areas and utilization channels, and implement supply-based, quality-based, and quality-based control.

Government-led and market-driven. Strengthen standard constraints, strict supervision and assessment, and standardize the behavior of market entities. Improve the price mechanism, increase fiscal and financial incentives, guide social capital investment, and give full play to the decisive role of the market in allocating resources.

Science and technology lead, pilot demonstration. Strengthen scientific and technological support, strengthen the research and development of key common technical equipment, and popularize advanced and applicable technical processes. Carry out pilot demonstrations and explore the formation of a reproducible and extendable sewage resource utilization model.

(3) Overall goal. By 2025, the national sewage collection efficiency will be significantly improved, the county and urban sewage treatment capacity will basically meet the needs of local economic and social development, and the sewage treatment in sensitive areas of the water environment will basically be upgraded and upgraded; the national prefecture-level and above water shortage cities have reclaimed water The utilization rate has reached more than 25%, and the Beijing-Tianjin-Hebei region has reached more than 35%; the reuse of industrial water, the utilization of livestock and poultry manure and fishery tail water resources have been significantly improved; the sewage resource utilization policy system and market mechanism have been basically established. By 2035, a systematic, safe, environmentally friendly and economical wastewater resource utilization pattern will be formed.

Second, focus on promoting the utilization of sewage resources in key areas

(4) Accelerate the promotion of the utilization of urban domestic sewage as a resource. To systematically analyze the increasing demand for water for production, life and ecology, and to rationally lay out the infrastructure for the use of recycled water based on the existing sewage treatment plant. In the water-rich areas, based on the water ecological environment quality improvement requirements of the watershed, scientifically and rationally determine the discharge limit of the sewage treatment plant, focusing on stable and up-to-standard discharge, and implement differentiated and zoned upgrading reforms and precise pollution control. In water-deficient areas, especially water-deficient areas, under the premise of ensuring the stable discharge of sewage, priority is given to converting the discharged water into usable water resources, replenishing natural water bodies nearby, and promoting the recycling of regional sewage resources. In resource-type water-deficient areas, we will implement water supply based on demand and quality, rationally arrange the layout and construction of sewage treatment plant networks, and promote the use of recycled water for industrial production and municipal miscellaneous purposes. At the same time, strictly implement national water quality standards, and replenish water step by step. The reclaimed water is used as ecological replenishment of rivers and lakes and wetlands. Decentralized, miniaturized treatment and reuse facilities can be used in areas with conditions that are water-deficient, and the domestic sewage from residential communities, schools, and enterprises not covered by the municipal pipeline network can be treated and reused nearby. Thermal power, petrochemical, iron and steel, non-ferrous metals, papermaking, printing and dyeing and other high water-consuming industries projects that have the conditions to use recycled water but have not effectively used it, shall strictly control the newly added water intake permits.

(5) Actively promote the resource utilization of industrial wastewater. Carry out corporate water audit, water efficiency benchmarking and water-saving transformation, promote the recycling of industrial water within the enterprise, and increase the reuse rate. Promote the integration and optimization of the water use system between enterprises in the park, and realize series water use, water quality by quality, one water for multiple uses, and cascade utilization. Improve the construction of sewage treatment facilities in industrial enterprises and parks, improve the level of operation and management, and ensure that the discharge of industrial wastewater meets the standards. Carry out industrial wastewater recycling water quality monitoring and evaluation and water management, and encourage local and key water companies to build a smart management platform for industrial wastewater recycling.

(6) Steadily promote the utilization of agricultural and rural sewage as a resource. Actively explore technologies and models for rural domestic sewage treatment that are in line with rural reality and low-cost. According to the regional location and the degree of population concentration, the collection and treatment methods of household treatment, village group treatment and integration into the urban sewage pipe network are selected, and the modular technology combining engineering and ecology is promoted to promote the utilization of rural domestic sewage as resources nearby. Promote the combination of planting and breeding, and use to promote treatment, adopt economical and applicable fertilizer and energy treatment technology to promote the resource utilization of livestock and poultry manure, and encourage the recycling of fishery and aquaculture tail water.

3. Implement key projects for the utilization of sewage resources

(7) Implement the construction of sewage collection and resource utilization facilities. Promote the full coverage of the urban sewage pipe network, increase the construction of the urban sewage collection pipe network, eliminate the blank area of ​​the collection pipe network, and continue to improve the sewage collection efficiency. Speed ​​up the construction of sewage collection branch pipe networks and household pipe connections in urban villages, old urban areas and other regions to fill up "capillaries." The focus will be on the restoration of damaged urban sewage pipe networks, the renewal of old pipe networks, and the transformation of mixed connections and misconnections, and the transformation of rain and sewage diversion will be promoted in an orderly manner. In key river basins, water-scarce areas, and water-sensitive areas, combining local water resources endowments and water environmental protection requirements, implement the upgrading and upgrading of existing sewage treatment facilities, and build sewage resource utilization facilities according to actual needs. Newly built urban areas in water-scarce cities should plan and deploy reclaimed water pipe networks in advance according to local conditions, and carry out relevant construction in an orderly manner. Actively promote the construction of facilities for the harmless utilization of sludge.

(8) Implement regional reclaimed water recycling projects. Promote the construction of a comprehensive treatment system that integrates pollution treatment, ecological protection, and recycling, and construct artificial wetland water purification projects at key points such as the downstream of key sewage outlets, rivers into the lake (sea), and branches into the main stream. The facilities, after further purification and improvement of the treated drainage and micro-polluted river water after reaching the standard, are incorporated into the regional water resource allocation management system, and can be used for ecological water replenishment, industrial production and municipal miscellaneous use in the region. Select water-scarce areas to actively carry out pilot demonstrations of regional reclaimed water recycling.

(9) Implement industrial wastewater recycling projects. In water-deficient areas, municipal reclaimed water is used as an important source of industrial production water in the park, and the amount of new water taken is strictly controlled. Promote cooperation between industrial parks and municipal reclaimed water production and operation units to plan and equip pipeline network facilities. Select areas with severe water shortages to create innovative pilot projects for efficient recycling of wastewater from industry-city integration. Conditional industrial parks coordinate the comprehensive treatment and resource utilization of wastewater, establish a point-to-point water use system between enterprises, and realize the recycling and grading reuse of industrial wastewater. Focus on high water-consuming industries such as thermal power, petrochemical, iron and steel, nonferrous metals, papermaking, printing and dyeing, etc., organize and carry out internal wastewater utilization of enterprises, create a batch of industrial wastewater recycling demonstration enterprises and parks, and promote the improvement of corporate water efficiency through typical demonstrations.

(10) Implement the project to promote the treatment of agricultural and rural sewage. Gradually build and improve agricultural sewage collection, treatment and reuse facilities, and realize nearby irrigation and reuse after the treatment reaches the standard. Focus on large-scale livestock and poultry farms, explore and improve the operating mechanism, carry out the resource utilization of livestock and poultry manure, and promote the development of farming and breeding combined with agriculture and animal husbandry. By 2025, the comprehensive utilization rate of livestock and poultry manure in the country will reach 80% or more. In the Yangtze River Economic Zone, the Beijing-Tianjin-Hebei Region, the Pearl River Delta and other qualified areas, the resource utilization of fish farming tail water will be carried out, with the focus on pond aquaculture, the management of aquaculture tail water will be carried out to achieve recycling and discharge up to standards.

(11) Implement the pilot project of technological innovation with near zero discharge of sewage. Choose a representative national high-tech industrial development zone (hereinafter referred to as the national high-tech zone) to carry out integrated technology integration and demonstration, research and develop integrated low-cost, high-performance industrial wastewater treatment technology and equipment, and create sewage recycling technology and engineering Demonstration model for synergy with service, management, policy, etc. In the Yangtze River Delta region, select national high-tech zones such as electronic information, textile printing and dyeing, and chemical materials to take the lead in demonstrating. By 2025, several national high-tech zone industrial wastewater near-zero discharge scientific and technological innovation pilot projects will be completed.

(12) Comprehensively carry out pilot demonstrations of sewage resource utilization. Focus on key difficulties and blockages, carry out pilot demonstrations of reclaimed water utilization, sludge resource utilization, recharge of groundwater, extraction of nitrogen and phosphorus and energy resource recovery according to local conditions, and build sewage recycling in cities at the prefecture level and above in the Yellow River Basin Utilize demonstration cities, plan to build supporting infrastructure, and realize large-scale utilization of reclaimed water. Select typical regions to carry out the pilot work of reclaimed water utilization configuration. Summarize successful experience through pilot demonstrations, and form a reproducible and popular sewage resource utilization model. Innovate the service model of wastewater resource utilization and encourage third-party service companies to provide overall solutions. Build a benchmark water plant for resources and energy, and carry out pilot projects for the recovery of energy and substances in sewage.

Four. Improve the system and mechanism of sewage resource utilization

(13) Improve regulations and standards. Promote the formulation of water conservation regulations, encourage the utilization of sewage resources, and achieve water conservation, open source and emission reduction. Speed ​​up the improvement of relevant policies and standards, and incorporate recycled water into the urban water supply system. Promote the formulation and revision of local water pollutant discharge standards, and propose differentiated pollutant discharge requirements and control measures. Efforts will be made to formulate technical specifications and management and control requirements for reclaimed water for ecological water replenishment, and timely revise the series of standards for the classification and quality of sewage resource utilization for other purposes. Formulate and revise standards for equipment, engineering, and operation related to the utilization of sewage as a resource.

(14) Build a policy system. Develop implementation plans for regional reclaimed water recycling pilots, reclaimed water utilization configuration pilots in typical areas, industrial wastewater recycling, sludge harmless resource utilization, and national high-tech zone industrial wastewater near-zero discharge scientific and technological innovation pilot programs to refine the work The key and main tasks are to form a "1+N" policy system for the utilization of sewage as a resource. Research and formulate relevant plans for the utilization of sewage in the "14th Five-Year Plan" period. Research on statistical methods and systems for the utilization of sewage as a resource, and establish a scientific and unified statistical system. Improve the relevant regulations for the assessment of unconventional water source utilization indicators in the total water use control index, increase the weight of unconventional water source utilization such as reclaimed water, and implement classified assessment. Improve the water intake permit management system, and compile and implement guidance documents for the supervision and management of sewage discharge outlets into rivers (sea).

(15) Improve the price mechanism. Establish a user-paid system, liberalize government pricing of recycled water, and reclaimed water supply companies and users independently negotiate pricing based on the principle of high quality and high price. For rivers, lakes and wetlands that provide public ecological and environmental services, and the use of reclaimed water for landscape environmental water, the government is encouraged to purchase services to promote the utilization of sewage as a resource.

(16) Improve financial policies. Increase the investment of central government funds in the utilization of sewage resources. Support local government special bonds to be used for qualified sewage resource utilization construction projects. Encourage local governments to design diversified financial capital investment guarantee mechanisms. Encourage companies to use green bonds, asset securitization and other means to broaden financing channels in compliance with laws and regulations. Promote the pilot projects of real estate investment trust funds in the field of infrastructure steadily. Explore the development of pledged financing guarantees such as project income rights and franchise rights. Implement current relevant tax preferential policies.

(17) Strengthen scientific and technological support. Promote the integration of key technologies for sewage recycling into the national medium and long-term scientific and technological development plan, the "14th Five-Year" ecological environment scientific and technological innovation special plan, and deploy relevant key special projects to carry out scientific and technological innovation for sewage recycling. Guide scientific research institutes, colleges and universities, sewage treatment companies, etc. to form innovative strategic alliances for the utilization of sewage resources, focusing on breakthroughs in the commonality and key technical equipment of advanced sewage treatment and sludge resource utilization. Compile advanced applicable technologies and practical cases for the utilization of sewage as a resource, and promote a batch of mature processes, technologies and equipment. Publish the catalog of industrial water-saving technologies, technologies and equipment encouraged by the state in a timely manner.

V. Safeguard Measures

(18) Strengthen organization and coordination. Promote the implementation of the guidance in accordance with the requirements of the central deployment, provincial overall planning, and the responsibility of cities and counties. To consolidate local responsibilities, all provinces (autonomous regions and municipalities) governments should promptly organize the formulation of relevant plans or implementation plans; the municipal and county governments bear the main responsibility, formulate plans, clarify tasks, and ensure the smooth completion of various tasks. The National Development and Reform Commission strengthened comprehensive coordination, and the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, and the State Administration of Market Supervision, etc. Relevant work, strengthen the overall planning of water resources conservation and intensive use, water pollution prevention, water ecological protection, sewage resource utilization, and related environmental infrastructure construction, and form a joint effort to coordinate and solve related major issues.

(19) Strengthen supervision and management. Supervise and urge relevant parties to strictly implement the dual control system of the total and intensity of regional watershed water consumption, strengthen water resources management assessment and water withdrawal management, and ensure the implementation of the National Water Conservation Action Plan. Strictly supervise the implementation of the requirement that recycled water be included in the unified allocation of water resources. Strictly manage self-provided wells, and close unapproved self-provided wells within the scope of the public water supply pipeline network within a time limit. Improve the monitoring system for the whole process of sewage recycling and water quality, strengthen the supervision of sewage treatment up to standard discharge, and gradually establish a risk prevention and control early warning system covering the whole process of sewage recycling to ensure the safe use of sewage recycling.

(20) Increase publicity efforts. Combined with thematic publicity activities such as World Water Day, China Water Week, and National Urban Water Conservation Publicity Week, various forms of publicity were carried out extensively and in-depth, to strengthen popular science education, and to increase public awareness and use of sewage resources. Recognition, eliminate public concerns, and enhance willingness to use. Improve the public participation mechanism, give full play to the role of public opinion supervision, social supervision and industry self-discipline, and create a good atmosphere for the whole society to participate in the utilization of sewage resources.
